TUCSON - The operators of a state-licensed care home, a mother and son, were arrested Monday, forcing all eight residents to evacuate and transfer to other facilities.
Patricia Ybarra, 58, and Ernesto Torres, 34, operators of White Dover Care Home were booked into jail on three counts of domestic violence/vulnerable adult abuse and eight counts of domestic violence/emotional abuse.
Bail for Ybarra is set at $5,000 cash, and bail for Torres is set at $50,000. He has four prior felony convictions, according to Assistant Arizona Attorney General Jesse Delaney.
Ybarra's other son could also face charges in the case.
The investigation started when a 74-year-old woman told an Arizona Adult Protective Services case worker she was afraid to return to the state licensed facility, Delaney said.
The woman told officials she fell to the ground after Torres pushed her. Court documents also show they were forced to stay outside all day, regardless of the weather.
The residents are between 60 and 91 years old, and many of them suffer from dementia. They all told similar stories, according to Delaney.
Pima County Superior Court Records show Torres pleaded guilty in September 1996 to counts of armed robbery and aggravated assault. He was sentenced to six years in prison. He also went to prison in 2002 and 2008 for possession of a firearm.
The home was written up in August 2012 for a failure to remove previous patents' hospice medications, said DHS Communications Director Laura Oxley.
