Business owner claims military owes her money for damages

TUCSON- A Tucson businesswoman is battling it out with Davis-Monthan Air Force base over money she says she's owed for damage from a sonic boom that happened nearly a year ago.

On April 13th of last year, military jets were practicing before the air show. One of them broke the sound barrier causing windows to shatter throughout the east side. Beauti Werx Hair Salon had more than $3,000 in damages.

Cindy Phillips had to replace the front window, furniture, and product. News 4 Tucson obtained paperwork between Davis-Monthan and Phillips. It clearly states the claim for $3,136.08 had been approved. She was told, "It would take at least two weeks because it had to go all the way to Ohio and now it's almost two months."

Phillips says she's left countless messages, written emails and she even went in person to find out what the problem was.

But the last time she called Davis-Monthan Phillips was told, "Because of the budget cuts the military was short of money."

Diana Cochran was in the salon working with a client when glass shattered. "It went from our front window all the way to our back door."

She says military folks came out several times to assess the damage. Because she manages the shop and needs to buy product she asked how soon would they get reimbursed. "They said it would only take a couple of weeks. Well that was April of last year. "

News 4 Tucson contacted Davis- Monthan... their response: "The Davis-Monthan Air Force Base legal office has processed Mrs. Cynthia Phillips claim. The claim is pending payment. The Defense Finance and Accounting Service is responsible for issuing payments."

We contacted that department on the East coast. The office was closed. We will be calling them again tomorrow.

Phillips says the owners of the complex have been very understanding. But she says if she doesn't get reimbursed soon she may not have enough money to pay the rent or enough money to buy product.

Davis-Monthan says they've handled 89 claims, totaling more than $66,000.
