TUCSON - Gas prices are dropping, and Tucson has some of the cheapest fuel in the country, according to GasBuddy.com.
Tucson's average price for a gallon of unleaded is 21 cents cheaper than Phoenix.
Jesse Lugo is an independent sales agent for SEI Fuels and understands why.
"We're not required to burn the more expensive fuel that's mandated by Maricopa County," he said.
The Arizona Legislature started the Cleaner Burning Gasoline Program in 1997 because the Environmental Protection Agency considered Phoenix to have high levels of carbon monoxide and ozone in the air.
Their fuel pollutes less than Tucson's.
An underground pipeline from El Paso sends gas to storage tanks near Ajo and Alvernon Ways.
"Phoenix however," Lugo said, "the majority of their fuel comes in from the West Coast. It's manufactured by refiners up in Northern California."
